Melt ¼ cup butter in a medium pot. Add garlic, salt and pepper. Add corn starch and cook for 2- 3 minutes stirring constantly over medium heat. Slowly add milk continuing to stir. Add chives and continue to cook stirring continually over medium heat until mixture thickens (about 10-14 minutes). Remove from heat and set aside.
In a medium skillet melt 2tbsp butter. Sauté over medium heat celery, red pepper, salt and pepper until celery is tender (about 5-7 minutes). Add crab meat, cooked shrimp, parsley and lemon juice. Cook until heated through (about 5-7 minutes). Set aside.
Brush each crepe with 1tbsp prepared sauce. Fill 1/3 crepe with seafood filling and roll up. Repeat with remainder crepes. Finish with additional sauce if desired. Serve immediately.

Crepes can be prepared ahead of time, warm crepes in microwave to help form.
